I realize you're talking about Watchmen, but if you're interested in the period, check out the miniseries The Bronx is Burning starring John Turturro and Oliver Platt. Granted, it's mostly about the Yankees winning the World Series that year, but the blackout/Son of Sam/citywide dysfunction is portrayed with verve.
